As you are likely aware there is a proposal to amalgamate Victoria and Saanich. 

The research in the link below, confirms my experience of amalgamation in Toronto.

Research, conducted by independent academics,  indicates amalgamation will not lower costs or municipal taxes.  Amalgamation will not save money.

What is not reported in the link below, is a potential impact, which is even more negative; i.e., the loss of local representation/democracy.  Prior to amalgamation in Toronto, if there was a neighborhood concern, we could contact our local councillor, who would respond quickly, because the councillor knew we would not vote for them if they failed to take action.    

Post amalgamation citizens were required to present our concerns to a committee of councillors, most of whom knew little to nothing about our local community and some of whom did not seem to care.  It was not uncommon for councillors to chat among themselves ignoring citizens presenting a well researched report that had taken hours to prepare.  

Eventually it negatively impacted the quality of life and resulted in the homogenization of unique, beautiful neighborhoods.

Saanich and Victoria have a multitude of unique, beautiful neighborhoods which should be protected rather than homogenized.
