Housing need in a proposed update to the City of Victoria Official Community Plan (OCP) – make them up as they go? City staff and the Development Lobby discussed potentially shifting goal posts in the future.

A document obtained through Freedom of Information revealed the Urban Development Institute (UDI), a registered lobbying organization for development and real estate interests, meeting with City of Victoria staff on February 7, 2024.

According to the minutes of the meeting their discussions in regard to the OCP update included:


“The housing need in the proposed policy framework is framed as goal posts and not being introduced as firm targets (unlike the housing strategy) with the long-term outlook to 2050”

“It is a goal post that will shift as the years pass”
