Part 2: The mysterious case of BC Housing’s paid memberships in a registered lobbying organization for real estate and development interests the Urban Development Institute (UDI), and how it revealed that a top BC Housing official was pushing for the crown corporation’s membership renewal in the UDI, while they were also simultaneously a UDI director.
Part 2 reveals the chaotic, confusing and sometimes inconsistent system of BC Housing’s membership payments and tracking of them, something which I consider warrants serious need for immediate reform.

In Part 1, I showed not only how Lauren Antifeau Provincial Director, Redevelopment | Development & Asset Strategies at BC Housing was previously the Director of Development of Townline, but that the current Chair of the UDI Pacific Region (aka Lower Mainland) in Vancouver the main branch of the UDI in B.C., is Rick Ilich, the CEO of Townline Homes.
Antifeau, while being the Provincial Director of Redevelopment at BC Housing is also simultaneously a Director of the UDI Capital Region, the southern Vancouver Island branch of the Urban Development Institute (UDI). The UDI is a Provincially registered lobbying organization that offers representation and political influence for its hundreds of paying corporate members companies involved in real estate and development.
Shockingly, Antifeau was also described in communications at BC Housing as revealed by Freedom of Information as BC Housing’s “primary account admin” for the UDI Capital Region, which thanks to Antifeau’s pressing, BC Housing recently renewed its membership in the UDI Capital Region. This was not easy information to come by, it took multiple communications with BC Housing to find that latter information.
Many of the emails focused on seeming anomalies in BC Housing’s tracking and accounting for its memberships in organizations like the UDI and at one point the combined estimated costs of 3 FOIs to BC Housing skyrocketed to over $1700!
For the 2nd part of this article, I will look back through my emails with BC Housing’s Freedom of Information (FOI) department. My apologies if it can get a bit tedious, but I felt compelled to document it, so that it shines a light on this strange episode. It also provides insight into some of the inner workings of BC Housing and the chaotic and downright confusing (even for BC Housing employees) if not headache inducing, nature of its UDI and other membership payments and sometimes inconsistent tracking of them.
Calling in a UDI director simultaneously in a high position in BC Housing to sort some of the confusing membership payments out, as revealed in the communications, simply makes the situation theatre of the absurd in my view.
The idea of all these membership payments from government branches into a lobbying organization is already madness from my perspective, but then the accounting of them gets even crazier, and trying to sort it out is a journey through the looking glass.
This whole area in my view needs to be seriously reformed, and I consider this to be important documentary evidence of that.

The contents of the FOI response indicate that BC Housing had paid that UDI membership invoice that you sent dated Nov 1, 2023-Oct 31, 2024 as later in the year, there was talk about it expiring, and a new renewal invoice was sent (The one you sent previously Secondary Associate II – Capital Region From Nov 2, 2024 to Nov 1, 2025).
Why would a renewal invoice have been sent, if no membership was active? That it is a renewal invoice is indicated by the following url with the keyword renew in it: “Visit https://udibc.glueup.com/membership/1713518/renew/909198/payment-details/
“You have noted that you “do not have a receipt of payment for the Renewal Invoice” for the Capital Region Chapter: November 1, 2023 – October 31, 2024.”
I think I have found the reason for this lack of payment data in the FOI response (p.45). I copy and pasted the following from it.:

“The caveat with this info is that if folks pay for any memberships directly on p-card without going through the proper process of using TMS for the membership approval and tracking, there is no access to that data.”

This indicates that this p-card (I’m guessing means payment card?) was likely used to make the payment for the UDI Capital Region membership, as the membership existed, as evinced by the renewal invoice with a renewal that would start on Nov 2, 2024.
The UDI Capital Region membership is not listed along with the other UDI memberships that BC Housing has in that list from HR’s L&L, yet it appears to have been paid for as evinced by the later membership renewal invoice mentioned.
Therefore, if a P-card was used to make the payment, is it possible to get any form of receipt of payment from the transaction with the p-card?

This is a search that returns a large amount of ‘false positives,’ and requires, again, a significant amount of search and review time by our departments to produce the records targeted by your search parameters. As you may have found in the records from our initial response, our system(s) for approving and paying memberships were not always as consistent as I would like.
- I would like to add to the FOI request, that I would like to see all communications regarding payments made to the urban development institute on p-card during that time frame.
This one is straightforward and I believe it will not require significant search and review time.
I will also provide the following context based on your communications subsequent to our last release of information.
- TMS stands for Talent Management System, and it is the system used by BC Housing to (among other things) track requests for Membership in professional associations. As I noted above, however, it has not always had consistent use for this purpose.
- P-card is a shortened term for “Corporate Purchasing card” and it refers to organization-administered credit cards.

You haven’t reviewed the P-card records though, so how could you know if the renewal was paid or not?
Also as the 2024-2025 renewal invoice is a different price for a different membership from the 2023-2024 invoice, it is likely that a different membership was paid for by BC Housing to the UDI between for 2023-2024. In that case, while the invoice already mentioned in your quote may not have been paid, a different membership invoice between BC Housing and the UDI may have been paid over that time period.

This is certainly a possibility, however I would not take the UDI’s word for granted, they have not always been accurate with their statements in the past.
As mentioned BC Housing may have paid for an entirely different membership category from the UDI during that period.

We will proceed to develop a fee estimate for the entire request as above. The fee estimate will be based on the approximate time that our teams spend on searching for, producing, and preparing the records for disclosure. To be more descriptive, the time for search will include:
- Time spent by BC Housing staff searching for communications (emails) that relate to P-card payments during that time period,
- Time spent by BC Housing staff manually reviewing communications to determine which relate to the scope of your request during the time period,

Apologies if I was unclear. Payment card data includes the date of purchase but does not include last purchased memberships and their expiration dates. For this reason, your initial request was interpreted not to include payment card data. Our search instead focused on Invoice records because they are representative of the data elements you mentioned.
As I mentioned below, I believe the solution can be found by including payment card data in your current scope, which you have done.

I will reiterate that I cannot interpret the records for you, but I will further add that nothing in our response has stated that BC Housing’s current financial processes are being inconsistent in regard to membership payment and tracking.
As I mentioned, BC Housing’s technical and financial processes are modernizing and evolving over time. During the time period you are seeking, BC Housing centralized its process for using TMS as the means for tracking and approving requests for Membership payments, meaning that the TMS system is not a consistent record of all approvals for the entirety of that time period.
Importantly, the payment method (P-card) remained the same. For that reason, and from what I understand about your search interest, I believe your updated scope will return the records you are looking for.

I just looked at this paragraph again:
“Since your request, our Finance department has been further tracking down information related to the 2023-2024 membership renewal. They confirmed that proof of payment has not been found, but rather that we were past due on this renewal payment. This has now been rectified and as you can see, the payment is underway.”
I don’t see the payment being underway for the 2023-2024 invoice in the response. Where does it say that? I know that the 2024-2025 invoice was paid from the payment voucher that I was provided dated to Nov 28, 2024.

OK, I see this mentioned in another FOI document regarding to a corresponding membership shown in another document regarding this invoice:

Was there a UDI Secondary Associate II – Capital Region membership also in 2023-2024?
The reason I ask is that this membership (now paid on Nov 28th) appears to have been a renewal (see below). So presumably there was an earlier Secondary Associate II membership in the Capital Region.

Conclusion:
Once again, I apologize for what may seem like excessive detail, but it is important to document this whole convoluted system of membership payments and the incredible difficulty in sorting it out, that led however to smoking evidence for some pretty stark ‘potential’ conflict of interest between BC Housing and the development lobby.
This was the proof of payment for a UDI Capital Region membership (Nov 2, 2024-Nov 1, 2025) by BC Housing that had been pressed for by a top BC Housing employee, who is also simultaneously a director of the UDI Capital Region.
The mystery didn’t end there though. One of the key things missing was the previous UDI Capital Region Secondary Associate II membership that was said in BC Housing communications to expire on Nov 1, 2024 prior to the membership renewal that eventually took place after and which I received confirmation of in the 2nd FOI response.
This mysterious 2023-2024 UDI Capital Region Secondary Associate II membership mentioned is still missing.
Was the UDI bluffing and trying to pull the wool over BC Housing’s eyes that there was a UDI Capital Region Secondary Associate II membership that needed renewing, and with BC Housing ultimately paying for the ‘renewal’, significantly increasing the amount it was previously paying to the UDI Capital Region in the form of a previous much less expensive “Corresponding Membership”? This is a very likely scenario, as the last corresponding membership was dated November 1, 2023 to Oct 31, 2024.
It also begs the question: If the 2023-2024 UDI Capital Region Secondary Associate II membership, which was mentioned in the BC Housing communications, cannot be found, was evidence for it destroyed, or suppressed?
